Pharos has extensive experience providing strategic guidance and analytical support to countries and donors to plan for and achieve smooth transitions as financing responsibility for key health programs shifts from donors to domestic governments. We have pioneering experience helping to design and implement some of the earliest transition policies for Gavi and have since conducted several evaluations of transition success and numerous risk assessments to help countries and donors responsibly plan for the withdrawal of external support and ensure sustainability of disease control programs.
