In advance of its eighth fundraising replenishment cycle (2025-2027), the Global Fund required an investment case to be able to ask for continued funding from its donors to support its work to eradicate HIV, Tuberculosis, Malaria and building of Resilient and Sustainable Systems for Health and Pandemic Preparedness and Response (RSSH-PPR) in low- and middle-income countries.
In addition to those areas already funded in previous granting cycles, the Global Fund decided to include in its 8th Replenishment investment case an analysis of the GF’s contributions to mitigating and adapting to the impacts of Climate Change on Health. The Global Fund efforts to defeat three diseases (HIV/AIDS, Tuberculosis, and Malaria), build resilient and sustainable health systems and prepare for and prevent future pandemics will indeed be significantly impacted, directly and indirectly, by the effects of climate change, with Malaria being one of the most climate-sensitive diseases and the Global Fund supported countries being amongst the world most vulnerable to the effects of climate change.
Pharos Global Health Advisors was engaged by the Global Fund from April to December 2024 to support the analysis and drafting of the RSSH-PPR and Climate chapters of the Investment Case, in addition to providing strategic advice the overall investment case.
For both chapters, the work was articulated around four main phases:
The two chapters on RSSH-PPR and Climate were incorporated into the overall Investment Case story, which was published in February 2025 and used to support its pledge to donor countries for an $18Bn global envelope, aiming to save an additional 23 million lives between 2027 and 2029.
